PFI contracts are coming to an end, and the quality of the asset and CAFM information being handed back is rarely what authorities expect. QES supports public sector bodies and incoming operators on the information side of handback: reviewing CAFM and asset records, identifying evidence gaps and traceability issues, supporting data assurance and cleansing, and building the in-house capability needed to operate the system once the contract ends.
1. Data Inspection
A structured review of the asset registers, PPM schedules, compliance records and historical job data being handed back, assessed for completeness, structure and traceability against the contract's information requirements. Scope and sample are agreed upfront.
2. Data Cleansing
Structured cleansing, de-duplication and enrichment of the dataset, to an agreed standard, so the receiving organisation inherits a CAFM record that is materially better structured and easier to operate and audit.
3. Capability Build
Training existing staff or helping recruit new team members so the capability to run the CAFM system and the estate sits in-house for the duration of the handback period and beyond.
What We Inspect
- Asset registers, hierarchies and criticality
- PPM regime records and schedule traceability
- Presence and traceability of compliance and certification records
- Reactive job history and outstanding works
- Lifecycle and asset attribution data held in the CAFM system
Building In-House Capability
Whether you want to upskill existing staff or recruit a dedicated CAFM team, we tailor the approach to your handback timeline and operating model.
- MRI Evolution training for new and existing staff
- Process and governance documentation
- Support recruiting CAFM administrators and analysts
- Mentoring and shadowing through the handback period
Why It Matters
A poorly executed PFI handback leaves the receiving authority with unreliable information and no team able to operate the system. Improving the information record and putting capability in place before the contract ends supports service continuity and gives the estate a stable foundation for whatever operating model comes next.
Independence and accountability
QES supports information quality, evidence and CAFM readiness. Engineering condition, statutory compliance and contractual or legal conclusions remain with the appropriate duty holders, technical advisers and legal advisers. QES does not carry out condition or remaining-life surveys and does not assume statutory accountability.
